Local Control Accountability Plan (LCAP) | Etiwanda School District

District Plan for Student Achievement

In 2013, the state of California adopted a new formula for funding public education called the Local Control Funding Formula (LCFF).   As part of the LCFF requirements, school districts must develop, adopt, and annually update a three-year plan called The Local Control Accountability Plan (LCAP).

Eight State Priorities for Student Outcomes and Overall Performance

The law creating the Local Control Funding Formula, specified eight areas of student achievement and school improvement that districts must address. The State Board has grouped the eight priorities into three categories: Basic Conditions, Pupil Outcomes and Engagement. Districts must develop annual goals and actions to address each of the state priorities for all students and for student subgroups, particularly low-income students, English learners and foster youth.

California’s Eight State Priorities

Stakeholder Engagement

Engaging parents, students, school staff members, and other stakeholders in development of the Local Control Accountability Plan (LCAP) goals and actions is central to the LCAP development process. The Etiwanda School District collaborates with a variety of district and site level stakeholder groups, including District Advisory Council (DAC), English Language Learner Advisory Council (ELAC), Etiwanda Teacher’s Association, and Local Control Accountability Plan (LCAP) Advisory Committee, to annually update and revise goals and actions centered on the eight state priorities and other local priorities for the annual Local Control Accountability Plan. In addition to meeting with stakeholder groups, the Etiwanda School District administers an annual parent and student survey and holds eight Community Forums to engage students, families and staff members in the annual review and development of the Local Control Accountability Plan goals and actions.

LCAP Community Forums

Community Forums are scheduled eight times during the school year and hosted at each of the middle school sites. Parents, students, and staff members are invited to attend the Community Forum that best meets their needs. The fall Community Forums focus on the current Local Control Accountability Plan (LCAP) and provide an overview of the goals and actions in the current school year. The spring Community Forums focus on the review of the draft LCAP goals for the coming school year.
